The HasOffers product name was retired on 24 April 2019 and replaced by the TUNE Partner Marketing Platform, and CAKE and TUNE now belong to the same owner and the same leadership team, so this is a fit question rather than a vendor bake-off.

You're comparing a product against its own former name. HasOffers was retired as a product name on 24 April 2019, when the company relaunched it as the TUNE Partner Marketing Platform and said in the same post that it was redirecting HasOffers.com to TUNE.com. Type the old domain today and you still land on tune.com. Checked 6 September 2026.
The second correction is the bigger one. CAKE and TUNE have the same owner. Constellation Software bought CAKE in June 2019 and TUNE in May 2020, and all seven people listed on CAKE's leadership page now end their title with the same line: "Affiliate Marketing Group - CAKE | TUNE". Cynthia Sener is President of it, Garth Harris the COO. Both companies give the same address in Hunt Valley, Maryland.
So the decision in front of you isn't which vendor to trust. It's which of one vendor's two products fits what you're running.
Accelerize Inc. built CAKE and sold it. The terms sit in an SEC filing rather than a press release: a base purchase price of $19,400,000 plus or minus a closing adjustment, a $500,000 holdback payable on the first anniversary, and a three-year earnout worth 30% of annual net revenue above $13,750,000. It closed on 18 June 2019 and Accelerize recorded net proceeds of $20,892,667. The buyer was CAKE Software, Inc., described in that filing as a subsidiary of Constellation Software Inc. (TSX: CSU). Accelerize then renamed itself CFN Enterprises and moved into a different industry entirely, which is why "CAKE by Accelerize" still shows up in old writeups and means nothing today.
TUNE followed eleven months later. Its May 2020 announcement describes itself as "the second acquisition in performance marketing under the Perseus Operating Group within Constellation", CAKE being the first. One loose end: CAKE's leadership page now says the teams sit "within the Andromeda Group of Constellation Software Inc. (CSI)", and nothing official states how Andromeda relates to Perseus. Treat the internal org chart as unconfirmed. The ownership isn't.
Their own joint post from 8 June 2026 puts the current arrangement in one sentence: "While our products remain separate to serve distinct audiences, they are part of one unified team, one shared purpose, and one broader market vision."

The two figures sit on separate sheets for separate buyers, so they are not alternatives to each other. CAKE prints no figure at all.
This is where most comparison pages fall apart. TUNE runs two separate price sheets, one for networks and one for advertisers, and the numbers circulating on software directories blend them together.

Enterprise already carries Advanced Fraud Detection and Alerts, Third Party Payment Integrations, Advanced Commissioning, Multiple Languages and Currencies, the Complete 2-Way API, Performance Automation and Advanced Targeting. Worth stressing, because plenty of writeups list those as quote-only upgrades. The Contract tier adds exactly four things: a Dedicated Customer Success Manager, Fully Automated Event Delivery, Personalized Product Training and Platform Migration. TUNE Pay, the partner payments product, is an optional add-on on Enterprise. Enterprise says you save up to 13% by paying the year upfront. The Contract tier carries its own, smaller note: up to 10% on an annual contract.
Scale is $1,500 per month paid annually and covers 2,500 conversions a month, with a Customer Success Manager and support by email, chat and phone. The second tier is labeled Contract on the pricing card and Custom in the comparison table. It handles 2,500+ conversions, trades chat support for direct access to the dev team, and adds three features: Fully Automated Event Delivery, Program Migration and Personalized Product Training. The Complete 2-Way API and Performance Automation are already checked on Scale. Partner Payments and Onboarding both read "Fee Based" on Scale, which means a number only arrives after a sales call. The data protection row claims SOC 2 Type II, SOC 1 Type II and GDPR compliance.
Ignore the $499 and $799 TUNE prices you'll find on review aggregators. TUNE's advertiser page has exactly two tiers, and neither is $499 or $799. The $899 those sites often print as an advertiser plan is a real number from the network sheet, on a different page, for a different buyer.
CAKE doesn't publish prices at all. Not fine print, not a starting-from figure. The URLs /pricing/, /plans/ and /pricing-plans/ each return a 404 as of 6 September 2026, and the only call to action on CAKE is Request a Demo. If you see a CAKE price quoted anywhere, ask where it came from. The $2,000 figure on CAKE's site is a referral payout from its advocacy program, not a plan.
Practical difference: you can budget for TUNE before speaking to anyone. With CAKE you can't.
The June 2026 post splits it cleanly. TUNE goes after advertisers who want to build and run flexible partner programs with more ownership over how those programs operate. Networks needing tracking infrastructure and lead distribution at scale are CAKE's half.
Lead distribution is the real dividing line. CAKE Leads+ routes leads in real time with Ping/Post, buyer rank, round-robin and weighted pricing, across what CAKE says is 250+ verticals. TUNE sells nothing equivalent. If you buy and resell leads, the comparison is already over.
Other direction: a brand running its own affiliate program, wanting a price it can see and an API with over 650 endpoints behind it, is looking at TUNE. The partner marketplace is a bonus.
CAKE's own site contradicts itself about audit status. The affiliate marketing page refers to "our Type 1 SOC 2 report" while the lead distribution page claims "SOC I Type II and SOC 2 Type II certifications". Those are different levels of assurance and both pages are live right now. Ask for the current report and the date on the cover, not the marketing sentence.
The "fraud impacts 30% of leads sold" line on CAKE's lead distribution page carries no citation to any study. It's a CAKE marketing claim. Treat it as one.
The self-reported performance numbers on both sides come from the same parent company, so they're not independent of each other: CAKE claims more than 500 advertisers, networks and publishers across 50+ countries with a 99.9% uptime guarantee on AWS, and TUNE claims to be "the only company in the industry to publicly show our 99.9% uptime" alongside 98% customer satisfaction.
Pick CAKE if you distribute leads or run a network that needs the routing engine, and accept that pricing means a quote conversation. TUNE is the other answer - a partner program you control, at a price published on a page you can read today - as long as you settle which of the two sheets applies to you before anyone quotes a figure. If a proposal, consultant or software listing still says "HasOffers", that's your signal to check how old the rest of it is.
